A non-callable bond is a bond which the issuer cannot recall a bond until the bond reaches its maturity. These kinds of bonds pose an interest rate risk as the issuer has to continue giving the surplus interest rate (the rate at which the bond was issued) in the event of a rate cut till maturity of the security.
